Shanghai should pay much attention to the development of four modern service industries.
■ International financial center
To lay emphasis on head start and environmental improvement with a concentration on market building.
■ International shipping center
To improve the container transport system, transshipment and promote shipping services like shipping finance and insurance.
■ Information service trades
Focus on business, culture, entertainment and individual services, etc, with special emphasis on private information service trade.
■ Producer Services
To concentrate on commerce, logistics, research and development of science and technology, and design creation, etc.
On the afternoon of 24th June, Shanghai Municipal City Commission held a seminar and listened to the special coaching report: A New Reform Stage of China and the Development of Modern Service Industry from Jiang Xiaojuan, deputy director of Research Office of the State Council. Yu Zhengsheng, secretary of the Municipal Committee of Shanghai, a member of the ruling Politburo., pointed out that being confronted with new international economy, Shanghai presses for transformingeconomic development mode, and its future is determined by the tempo and method of modern service industry development. Shanghai should take the lead to change its economic development pattern, accelerate the promotion of modern service and advanced manufacturing industry and emphasize on the quality and efficiency of development.
Jiang analyzed the features and demands of a new economic and social development phrase and explained the importance of China’s developing modern service industry and its further opening from three aspects: The update trend of economic globalization, demands for opening in a new economic and social development phrase and further opening of service industry and development of modern service industry.
Participants listened intently and carried a heated discussion on how to accelerate the development of modern service industries.
To lead off the transformation of economic development mode, Shanghai should make full use of its advantages and promote industries such as finance, shipping, information and producer services, said Yu. As a city with most complete and intensive financial products home and abroad, Shanghai should lay emphasis on head start and environmental improvement with a concentration on market building to make itself an international financial center. To build itself into an international shipping center, Shanghai should: Firstly, improve the container transport system, transshipment; Secondly, promote shipping services like shipping finance and insurance.
Yu also pointed out that located at the center of Yangtze River Delta the city is one of the main manufacturing regions in China. With its solid manufacturing basis, favorable commercial, natural and cultural environment, Shanghai boasts unique resources to develop information service trade. To develop this industry, the city should focus on business, culture, entertainment and individual services. New ideas are needed for the development mode and special emphasis should be laid on private information service trade to realize industrial reorganization and consolidation and to further promote information service trade and cultural industry. Producer services should make clear the concentration on commerce, logistics, research and development of science and technology, and design creation, etc and make full use of its advantages. It should combine with industrial structure upgrading and head office economy development. On the solid basis of existing industrial land, industrial park and factories, etc, it shows the extension and improvement of industrial transformation, upgrading and industrial chain.
