2008-10-7 U.S. anti-terrorism provisions’impact on Chinas expor
According to the recent study,which is done by the french University Lehavre with the commission of the World Customs Organization, the anti-terrorism bill that the United States requests  all containers,when  load in harbor, have to accept a scanning will weaken the vitality of international trade and lower the world economic growth.The bill passed last year and will come into effect in 2012.
 
The study showed  although the U.S. anti-terrorism bill wants to to ensure  the normal flow of trade by security measures, the action ,transfering the security risk to  trading partners can also be seen as a disguised protectionist measures , which will lead to homologous measures taken by the discontent trading partners. China will suffer the greatest impact of the bill.
 
The European Commission said that the cargo scanning test project in  the British Harbor Southampton proves that all these measures are not only expensive and ineffective, but also will hinder goods circulation. The study Predicted the most likely case that there will be several super harborsin the United States ,which have the ability to invest in the technology and to lower the scanning cost below 10 U.S. dollars per container .
