How to Go Through Procedures of Import and Export Inspection
Import and export inspection is an important part of international trade.
The procedures of export inspection are as follows:
1. The commodity inspection authorities accept the application. First, the applicant should fill the Export Inspection Application and submit relevant documents and files, such as foreign trade contract, L/C, the original Manufacturer’s Inspection Certificate, etc. After the authorities have confirmed they are valid, they will accept the application, otherwise they will require the applicant to supplement or modify concerned clauses.
2.Sampling. It is supervised by the staff from the commodity inspection institution. Samples of various forms of goods are taken randomly. The applicant should tell the location of the goods in stock and cooperate with the inspector in sampling.
3. Inspection. Inspection authorities can use their senses and other ways like chemical analysis and instrumental analysis to examine the export goods. Inspection may include inspection by authorities, joint inspection, workshop inspection and origin inspection.
4. Issuance of certificate. The commodity inspection institution will issue inspection certificates to qualified commodities, or put a release stamp on the goods declaration for exportation. The exporter can deliver the goods within the period of validity after having got the certificate or the release note.
 
    According to regulations on import and export registration, there are two kinds of inspection on import goods.
    The first kind includes those import goods in the List of Import and Export Commodities Subject to Inspection of Commodity Inspection Organs, or those required by the contract to be inspected and certified by the commodity inspection organs. After the goods have arrived, the consignee or other freight forwarding agents should immediately apply for inspection to the port inspection organs, finish the application for import inspection and submit the contract, receipt, bill, packing list and other files or documents. After receiving the application, the inspection authorities should examine the goods and stamp the goods declaration for importation if the goods passed the inspection. Then the customs could release the goods.
    The other kind includes all other kinds of import goods. The consignee or other freight forwarding agents should apply for inspection to the local inspection authorities, and then the goods should be examined on their own or by the inspection organs. The inspection results should be submitted to the inspection authorities within the claim period. If the inspection proves them not qualified, a second inspection should be applied to the inspection authorities, so as to ask for indemnities from the exporter with an issued certificate.
