Notice on Adjustment in the Examination and Approval Power on CCC Certification Exemption
All concerned parties:
To further facilitate some enterprises’ application for exemption from obligatory product certification and the bureau’s follow-up supervision, we now make some adjustments concerning this bureau’s examination and approval power on CCC certification exemption.
1. For the exemption from CCC certification of those imported products for scientific research and test purposes (equipments and instruments used in scientific research excluded), the limitation on the charges for examination and approval by the branches of Shanghai Inspection and Quarantine Bureau is adjusted to 10000 US Dollars per type from less than or equal to 5000 US Dollars per type.
2. For the following three kinds of exemption from CCC certification, namely, parts and components imported for maintenance and repair companies to provide maintenance service, parts and components imported for retailers to provide after service for clients and parts and components imported for terminal users to maintain private equipments, the limitation on the charges for examination and approval by the branches of Shanghai Inspection and Quarantine Bureau is adjusted to less than or equal to 5000 US Dollars per type from less than or equal to 2000 US Dollars per type.
3. For the exemption from CCC certification of those parts and components to be exported as an assembled whole machine but imported in trade, the original examination and approval institution was the Certification Department or Inspection Department of the Shanghai Inspection and Quarantine Bureau if the assembling factory was in Shanghai, or the local inspection and quarantine bureau if the factory was not in Shanghai. After adjustment, the examination and approval institution becomes the local inspection and quarantine bureau if the factory is in Shanghai, or the local immediate inspection and quarantine institution if the factory is not in Shanghai
After adjustment, some institutions require online application for various exemptions of CCC certification and the online application takes place on the bureau’s website, Apply for CCC Import Inspection under Special Circumstances. The list of such institutions and other necessary materials are in the appendix.
From the day on, with an eye to the adjustment, all concerned companies or individuals may apply to the branches of Shanghai Inspection and Quarantine Bureau. Since Jan.1st 2006, the certification department and inspection department of Shanghai Inspection and Quarantine Bureau will not accept application for examination and approval of CCC certification exemption according to the old regulations.
